Services Inc. – Formative Evaluation
From October 2004 to March 2005, we worked with PEI Career Development
Services Inc. (PEI CDS- a province-wide agency that delivers employment
counseling and resource services) to develop and implement their first
formative evaluation. This evaluation was designed to provide information
to key stakeholders regarding: their operational progress; variances in
their original implementation plan; lessons learned; working relationships
with partners; initial indicators of service impact; and opportunities
to improve service efficiency and effectiveness.
We worked with an intersectoral Evaluation Steering Committee to develop
a comprehensive evaluation framework and logic model. We also reviewed
internal files and databases to identify existing data sources, and
conducted scans of similar evaluation work being done across the country.
Our consultants also worked with their staff and a group of local research
assistants to increase their capacity to collect some of the evaluation
data identified in the framework. We designed the evaluation protocols
(key informant interviews; focus groups; telephone surveys; case studies;
and intercept surveys), managed the overall evaluation, collected, coded,
and analyzed the data outlined in the framework, and generated an evaluation
findings report for use by PEI CDS and its provincial and federal government
partners.
