Health Care Human Resource Sector Council –
Evaluation of the Continuing Care Assistant Program’s Prior Learning
Assessment & Recognition Project
In March 2005, Horizons completed an evaluation of the Continuing Care
Assistant (CCA) Program’s Prior Learning Assessment and Recognition
(PLAR) Project for the Health Care Human Resource Sector Council. The
purpose of the CCA-PLAR evaluation was to gather feedback on the successes
and challenges of implementing a PLAR framework (including the framework
development; policies and procedures; and PLAR tools) with professionals
in home support and facility-based care settings.
The evaluation included three primary data collection methods implemented
at the end of the framework pilot process: key informant interviews
with project stakeholders; surveys with pilot participants; and focus
groups with pilot participants. The comprehensive evaluation results
were used by the Project Committee to make formal recommendations to
the Provincial CCA Program Advisory Committee about the implementation
of the PLAR process with future CCA applicants.
